About the Ombudsman Institution

Ombudsman (Akyikatchy) of the Kyrgyz Republic

On 31 July 2002, the President of the Kyrgyz Republic signed the law "On the Ombudsman (Akyikatchy) of the Kyrgyz Republic".

The law was adopted by the Legislative Assembly of the Jogorku Kenesh of the Kyrgyz Republic. On 21 November 2002, elections were held for the first Ombudsman (Akyikatchy) of the Kyrgyz Republic.


Оn 13 December 2002 the first Kyrgyz Ombudsman (Akyikatchy) was elected. Tursunbai Bakir uulu officially took office. 
On 14 February 2008, the Jogorku Kenesh of the Kyrgyz Republic elected Tursunbek Akun as Ombudsman (Akyikatchy) of the Kyrgyz Republic.. He took office on 21 February 2008. On 27 June 2013, on the basis of a decision of the temporary parliamentary commission Jogorku Kenesh of the Kyrgyz Republic dismissed  Tursunbek Akun, Akiykatchy (Ombudsman of the Kyrgyz Republic) ahead of schedule. 

On 31 October 2013, the Jogorku Kenesh of the Kyrgyz Republic Akyikatchy (Ombudsman) of the Kyrgyz Republic was elected Baktybek Amanbaev. On 25 June 2015, the Jogorku Kenesh of the Kyrgyz Republic adopted a decision on early dismissal of Baktybek Amanbaev from his position.


On 30 December 2015, the Parliament by majority vote decided to elect to the position of Akyikatchy (Ombudsman) of the Kyrgyz Republic Kubat Otorbaev, entrusting him with the duties of providing parliamentary control over the observance of the rights and freedoms of citizens of the Kyrgyz Republic. On 27 June 2018, Kubat Otorbaev voluntarily resigned as Ombudsman of the Kyrgyz Republic.

The Jogorku Kenesh immediately considered his application and accepted his resignation. 


On 26 September 2018, deputies of the Jogorku Kenesh elected Tokon Mamytov as Ombudsman.

And on 20 October 2021, the Jogorku Kenesh dismissed him from the post of akyikatchi (Ombudsman of Kyrgyzstan) ahead of schedule.


On 2 March 2022, the Jogorku Kenesh elected Atyr Abdrakhmatova Аkyikatchy (Ombudsman) of the Kyrgyz Republic.

She  was also prematurely dismissed from office on 3 May 2023.


On 17 May 2023, the Jogorku Kenesh elected Dzhamilia Dzhamanbaeva as the Ombudsman of Kyrgyzstan.
