Who is eligible to receive social benefits?

According to the Law of the Kyrgyz Republic "On State Benefits" dated December 29, 2009, No. 318, the right to receive monthly social benefits is granted to:

  • Children with disabilities - up to the age of eighteen;
  • Persons with disabilities since childhood, belonging to the I, II, and III disability groups, who are not entitled to pension benefits;
  • Persons with disabilities belonging to the I, II, and III disability groups, who are not entitled to pension benefits;
  • Elderly citizens who are not entitled to pension benefits;
  • Heroic mothers who are not entitled to pension benefits;
  • Children who have lost their breadwinners, orphaned children who are not entitled to pension benefits;
  • Children born to mothers living with HIV/AIDS, until they reach the age of eighteen months.

When eligible for multiple types of monthly social benefits, only one benefit is granted based on the choice of the eligible individual, except for the monthly social benefit for children with disabilities and individuals with disabilities since childhood in the case of the loss of one or both parents.

Monthly social benefits are granted to:

1. Children with disabilities up to the age of 18 - from the moment the disability is assessed by the Medical and Social Expert Commission (MSEC), if the application for the benefit and submission of all necessary documents occurred no later than 6 months from the date of issuance of the MSEC certificate. If the application is made after this period, the benefit will be granted from the first day of the month following the month of application until the child reaches the age of 18.

2. Individuals with disabilities since childhood, and individuals with disabilities who are not entitled to pension benefits - from the moment the disability is assessed by the Medical and Social Expert Commission (MSEC), if the application for the benefit and submission of all necessary documents occurred no later than 6 months from the date of issuance of the MSEC certificate. If the application is made after this period, the benefit will be granted from the first day of the month following the month of application until the expiry date of the MSEC certificate.

3. Children in the case of the loss of their breadwinner, who are not entitled to pension benefits - from the date the right to monthly social benefits arises, if the application for the benefit and submission of all necessary documents occurred no later than 12 months from the date the right arises. If the application is made after this period, the benefit will be granted from the first day of the month following the month of application until the child reaches the age of 16. For students in general educational institutions, the benefit is granted until the completion of their education. For students in vocational schools and full-time students in secondary and higher professional educational institutions, the benefit is granted until the completion of their education, but not beyond the age of 23.

4.Children born to mothers living with HIV/AIDS - from the day of birth, if the application for the benefit and submission of all necessary documents occurred no later than 6 months from the day of birth. If the application is made after this period, the benefit will be granted from the first day of the month following the month of application until the child reaches the age of 18 months.

5. Men upon reaching the age of 65 and women upon reaching the age of 60, if the application for the benefit and submission of all necessary documents occurred no later than 6 months from the day men reach the age of 65 or women reach the age of 60. If the application is made after this period, the benefit will be granted from the first day of the month following the month of application and will be provided for life.

6. Heroic mothers upon reaching the age of 55, if the application for the benefit and submission of all necessary documents occurred no later than 6 months from the day they reach the age of 55. If the application is made after this period, the benefit will be granted from the first day of the month following the month of application and will be provided for life.

The application for the appointment of state benefits shall be considered within 10 business days from the date of accepting the application. Refusal to accept the application is not allowed.

What documents are required for applying for benefits from government?

To apply for state benefits, the applicant must provide the following necessary documents:

  • Identification document;
  • Application form (statement);
  • Information about the total income of the family; Family composition certificate.

If necessary, additional documents that entitle the applicant to state benefits should be provided. These may include copies of birth certificates of children, marriage certificates, divorce certificates, MSEC (Medical and Social Expert Commission) certificates confirming disability, guardianship or custody decisions, certificates from educational institutions, documents from employment agencies, "KAIRYLMAN" certificates, and other relevant documents.

Documents regarding the appointment of monthly social benefits are reviewed within ten business days from the moment they are received in full.

Where should one apply for government benefits?

To apply for state benefits, the application for monthly benefits for low-income families with children is submitted to the social protection authorities at the place of residence or registration of citizens. In administrative-territorial units where social protection authorities are not available, the application is submitted to the local self-government authorities if they have been delegated the state authority to determine the level of need for monthly benefits for low-income families with children, in accordance with the legislation on the delegation of certain state authorities to local self-government authorities. The application for the appointment of monthly social benefits is submitted to the social protection authorities at the place of residence or registration of citizens.

For children born to mothers living with HIV/AIDS, a different procedure for applying for monthly social benefits may be provided.
