Akyikatchy (Ombudsman) Dzhamilia Dzhamanbaeva during a working visit to Osh and The Osh region was visited by pre-trial detention center-5 in the city of Osh.

In this regard, it is urgent, I recommend speeding up the construction of a new building for pre-trial detention center-5 below the line city,” said the Ombudsman.

According to the authorities, this closed institution is included in the list objects that need to be moved outside the city. Currently the question of choosing a place where a new one will be built is being considered pre-trial detention center.

Next, the Ombudsman visited the temporary detention center of the Osh Department of Internal Affairs to familiarize herself with the conditions keeping prisoners. The temporary detention center is located on the ground floor of the police department.

One of the detained women, who introduced herself as a lawyer, complained to violate her rights.

She was detained under the article “Hooliganism”. The Akiykatchy listened to her complaint and for a long time had a conversation with her.

The temporary detention center staff reported that she was brought in half an hour before the visit.

According to the pre-trial detention center staff, she was sent to the Osh temporary detention center for investigative events. However, she was not in the temporary detention center in Osh at the time of the Ombudsman’s visit of this institution. The pre-trial detention center employees assured that she was transferred in the evening before visits by the Ombudsman to the pre-trial detention center.

After visiting the pre-trial detention center, Akyikatchy showed how the construction of the new A pre-trial detention center that is being built outside the city. So, in the village council of Tash-Bulak In the Suzak district, a new pre-trial detention center is being built on the Aral site.

1 hectare of land has been allocated for the construction of a pre-trial detention center. On this site is being built four-story building designed for 200 places, the object corresponds established standards for pre-trial detention centers.
