Akyikatchy (Ombudsman) Dzhamilia Dzhamanbaeva and the Director of the Asian-Pacific Forum discussed the draft constitutional Law on the Akyikatchy (Ombudsman) of the Kyrgyz Republic

"Akyikatchy (Ombudsman) of the Kyrgyz Republic, Dzhamilia Dzhamanbaeva, and the Director of the Asian-Pacific Forum for Legislation and Policy, Kieren Fitzpatrick, held a video conference meeting.

The parties discussed the promotion of human rights in Kyrgyzstan and talked about collaboration in the development of the national human rights protection institution through coordinating international cooperation. The parties expressed interest in enhancing collaboration for the protection of human rights.

Dzhamilia Dzhamanbaeva noted that the Akyikatchy Institute is making every effort to activate its operations as a member of the Asian-Pacific Forum.

"In particular, concerning the interaction and exchange of best international practices in the field of human rights protection and freedoms, the Akyikatchy Institute sets ambitious goals for itself and takes all measures to become a locomotive in Central Asia for promoting the values of human rights. To achieve this goal, undoubtedly, this cooperation plays a very important role," the Ombudsman emphasized.

Dzhamilia Dzhamanbaeva expressed gratitude to the organization for the expert analysis of the draft constitutional Law on Akyikatchy.

She explained that the draft constitutional Law on Akyikatchy was developed in collaboration with deputies and initiated by the leaders of the 6 Factions of the Jogorku Kenesh. Currently, the document is in the stage of public discussion. Simultaneously, negotiations are being held with international organizations regarding expert opinions on the document's compliance with international human rights protection requirements, including the Paris Principles.

Dzhamilia Dzhamanbaeva highlighted that the adoption of the constitutional Law on Akyikatchy will allow the Institution to undergo the process of obtaining an "A" status.

"The document will serve as the basis for submitting an application for the re-accreditation of the institution to the subcommittee on accreditation of the Global Alliance of National Human Rights Institutions (GANHRI) to obtain the status of 'A' for the Akyikatchy (Ombudsman) Institute of the Kyrgyz Republic," the Ombudsman noted.

Kieren Fitzpatrick noted that the organization conducted its own analysis of the draft constitutional Law, and it aligns with the Paris Principles.

"Overall, the draft c.Law includes provisions that grant more rights and powers to the Ombudsman Institute in the protection of human rights. We welcome Kyrgyzstan's willingness to adopt a c.Law on Akyikatchy, which will allow the national human rights institution to undergo accreditation to obtain 'A' status," he said.
